Hotels are expansioning quickly recent years in China, and it’s forming a wave of investment in the hotel industry. However, there is a large gap between the overall level of the hotel industry and the human resourse the industry need. The human resource development and management of hotel has become a major problem in hotel management. To solve this problem, the government should take it’s responsibility to improve the explraion and training systems of hotels’human resourses.The New Public Management theory, New Public Service theory, and Human Resource Management theory are used in this study to analyse.This paper is divided into five parts:First part of the research background, significance, research methods outlined; second part is the theoretical basis of the relevant overview; third part analyzes the Shanghai hotel industry human resource development and training status; fourth part is the role of the foreign government play in the industry; and the fifth section presents perspectives based on the service-oriented government to build the Hotels’ Human Resourses Exploration and Training Systems.This study researched the status of hotels’ human resources exporation and training systes in Shanghai, as well as carry out research to understand the government departments to play a pre-and post-educational role,and summed there are four problems,that is:lack of stability, lack of the talent supply, inadequate services provided by the Government and the lack of non-governmental organizations.This study analyzes the foreign government in drawing enterprise human resource development experience play an active role in two major aspects of the experiences, which have very important reference meaning for the development of hotels’ human resourses:promoting social and corporate body, as well as vocational and higher education sectors.At last, selected service-oriented government perspective, combined with the current policy and situation, five aspects of suggestions would be given to improve the exploraion and tianing systems of hotels in Shanghai.
