Research On Countermeasures Of Regional Economic Development In Hebei Coast:based On Core-Periphery Theory

Regional economic development has played an important guiding and promoting role in the regional development. October 2011, the State Council approved the implementation of the " Development Plan of Hebei Coastal Region ", which means the regional development of Hebei coast rising to the level of the national strategy. But for now, there are many blind spots and difficulties with the regional economic development of coastal areas in Hebei, three cities,Qinhuangdao, Tangshan and Cangzhou, have been in a state of long-term self-independence development, lacking of integrity of regional development, untakening shape regional efforts, simultaneously the Hebei coastal areas being in Periphery location in Metropolitan Areas of Beijing, Tianjin. Therefore, based on the Core—— Periphery Theory building the countermeasure system of regional economic development in Hebei coastal areas, taking advantage of the guide role of countermeasures system and its encourage effort, in order to promote the coordinated development of coastal areas in Hebei.This thesis has adopted the method of document analysis, case analysis, qualitative analysis, Shift-Share Analysis and etc., to research the Theory and Practice of Hebei coastal regional economic development, combing the Core—— Periphery Theory Practiced in regional economic development, and then analysising realistic basis of Hebei coastal area from the core to the periphery of development and Re-optimizing the industrial structure, in order to build a complete countermeasures system of regional economic development in Hebei coastal areas from the basis of Core—— Periphery Theory. In this paper, the Core—— Periphery Theory is as the theoretical horizon of economic development in coastal areas in Hebei, and then economic current situation as the basic, it exists the current economic difficulties from the core to the periphery of development,for instance, the low quality of economic growth efficiency so that it is difficult maintain sustained and rapid economic growth, low proportion of household consumption, high investment and unsustainable export-oriented model, uncoordinated economic and social development and causing a variety of social problems and contradictions; factor costs continue to rise bringing about increasing resource and environmental constraints,agglomeration effect is not high so as regional spatial structure needs to be optimized. Summarying the experiences of development of the Pearl River Delta region and the Yangtze River Delta region,based on t the Core—— Periphery Theory, and as a reference, to coordinated economic development in coastal areas in Hebei focus on economic development in coastal areas in Hebei.This thesis take integration development as a key and puts forward the solutions for the construction of regional economic countermeasures system. That is: the construction development mechanisms of regional economic cooperation and coordination, industry consolidation and re-optimization in regional economic development; forcing training core in the city within the region in order to promote the integration of regional development, infrastructure sharing and ecological environment sharing.This thesis can enrich the theory of the Core—— Periphery of regional economic development, provide reference data for the relevant theoretical research, and offer valuable recommendations of economic development of coastal areas in Hebei, Beijing, Tianjin and then promoting coordinated development construction, building the capital metropolitan area,which has some practical significance and be beneficial to make the smooth progress of the regional economy.
