The Research On Collaborative Development Of Beijing-Tianjin-Hebei Based On Regional Interests

Beijing-Tianjin-Hebei coordinated development has risen as a major national strategy,but the regional interest,s conflicts has hindered it.From an economic point of view,the Beijing-Tianjin-Hebei Economic has a sustained and rapid development,but compared with the Yangtze River Delta,the overall competitiveness is obviously weaker.In pursuit of the interests of various local government administrative divisions under the motivation,Beijing is in pursuit of own development,ignoring the role of economic radiation on Tianjin and Hebei.Tianjin relies on strong industrial strength and coastal ports to create "northern economic center",and the Beijing-Tianjin-Hebei collaborative development enthusiasm is not high.The level of economic development in Hebei has a strong contrast with Beijing and Tianjin."Poverty belt around Beijing and Tianjin" phenomenon is still serious.These problems can be traced back that regional interest coordination mechanism is not yet.In this paper,the main idea is based on the scientific definition of regional interests,we take regional economic operation of the inner link with the macro economy coordinated development target as the basic starting point of the study.We defined the concept of regional interests,and elaborated the government,residents,and enterprise profiting behavior.Using the game theory,we have a systematic analysis of the regional interests of Beijing-Tianjin-Hebei,putting forward the perspective of interests of collaborative development mechanism,improving Beijing city’s current "urban diseases",the Beijing-Tianjin-Hebei comprehensive competition and backward situation.Ultimately,we hope the areas can push the development,Constructing of the Beijing-Tianjin-Hebei coordinated development of national capital.Based on the above analysis,we concluded the mechanism and path of regional interest coordination in Beijing-Tianjin-Hebei.It includes benefit win-win mechanism,resource sharing mechanism,interest compensation mechanism and new administrative performance evaluation mechanism.Benefit win-win mechanism includes interest expression mechanism and interest distribution mechanism.Resource sharing mechanism includes Industry sharing,infrastructure sharing and science and technology resources sharing mechanism.The interest compensation mechanism includes industrial transfer compensation and ecological compensation mechanism.The way to realize the interests of the region of Beijing-Tianjin-Hebei includes three aspects: the overall interests of the region,the concept of collaborative development,and the establishment of regional governance system.The regional governance system includes the legal system of regional governance,regional governance policy and multi subject governance framework and so on.
