China is still dominated by agricultural population with “Three Issues in Agriculture” as a key to social stability and development. It has been proved by history that backward rural areas, low agricultural productivity and poor peasants give rise to an unstable society and vice versa. Therefore, “rural areas, agriculture and peasants” has always been a major practical problem, which needs to be addressed properly by ruling party and people’s government. Ever since 2003, the central government has launched No 1 Central Document with a focus on“Three Issues in Agriculture” consecutively for 13 years and made important decisions about reform stability and development in rural areas. Especially, it has been clearly asserted by the 18 th session of National People’s Congress that to fundamentally tackle “agriculture, rural areas and peasants” issue is one of communist party’s central missions. Peasants are the most active and fundamental elements in agricultural productivity, so the extent of casting off poverty to get rich is considered to be a vital goal for building a well-off society. The realization of a well-off society is a fantastic campaign and the foundation of governing for the people. By balancing urban and rural development, increasing peasants’ incomes, maintaining healthy development of agriculture and building a rural area of affluence and civilization can "Three Issues" be fundamentally solved. In order to carry out the investigation and study of peasants’ current incomes, the article analyzes the causes and counter measures of income increase difficulties and how to utilize favorable conditions to raise peasants’ income during the urban and rural integration process. Through the investigation of peasants’ income among all the cities, counties and districts within Pingdingshan, the paper conducts analysis and makes summaries on the peasants’ income past and present, especially during the urban and rural integration process, in which common problems about income increases difficulties are found. Meanwhile, according to investigation and profound research based on common problems, the paper attempts to establish counter measures accordingly on how to raise peasants’ agricultural income, salary or wages income and property income etc.
