The Countermeasures Research Of Developing Forest Carbon-sink In Henan Province Under The Background Of Low-carbon Economy

As people become more concerned about environmental issues, it is very important to prevent the greenhouse effect and global warming. Governments are committed to finding ways to secure the future of CO2 emissions control, and pay attention to absorbing atmospheric CO2 by terrestrial ecosystems as an alternative way to control CO2 emissions. As the largest organic carbon reservoir of terrestrial ecosystem, forest ecosystems are particularly important in the process of tackling climate change because of owning to adjusting the global carbon balance, reducing global warming and other irreplaceable function, and low cost of carbon sequestration, huge ecological and economic benefits.As the main body of the construction of the Central Plains Economic Zone, it is a relatively high carbon emissions district for a long time in Henan Province, and must develop forestry carbon sequestration to reduce CO2 emissions owing to the pressure by the current severe reductions situation. In such a background, based on the theory of Ecological Economics and Sustainable Forestry Development, this article analyzed the status of forestry carbon sequestration in Henan Province from the aspects of forest resources, the level of thinking and understanding, the policies and regulations, and the methods of plantation forests by collecting successive forest inventory data, China Statistical Yearbook of Forestry and field research; and noted that it has a large potential to develop forestry carbon sequestration in Henan Province. But there are still some questions, such as the shortage of forest resources amounts, the irrationality of forest resources structure, severe forest fires and pests, support capability not strong, and the low standard of forest ecological compensation and the lack of public participation platform.Finally, based on the previous analysis, it proposed some suggestions to speed up the development of forest carbon sinks from the macro and micro aspects in Henan Province. At the macro level, it should strengthen the reform of forest right system and improve the regional forest ecological compensation system, and give preferential tax policies and credit support forestry policies, and strengthen the law system construction and public education work. And at the micro level, it should accelerate the construction and improvement of forestry forest management, and increase the investments in forestry technology and personnel training work, and build local public participation platform in order to provide scientific support for the rapid and healthy development of forest carbon sinks in Henan Province.
