The Study On The Problem Of The Development Of Low-Carbon Economy In Guizhou

Whether UN climate change conference in Copenhagen or in Cancun, climate change problems were as the core issues hot debating, the world gradually realized, addressing climate change issues basic outlet lies in the development of low-carbon economy, the transformation of our economy and society from "high carbon" to "low-carbon". The development of low-carbon economy has become a certain trend that every country cannot resist the trend but involve themselves in it. How to adjust carbon economy measures to local conditions in a certain country is of utmost practical significance to the economic structure adjustment and economic development mode transformation in our country especially in the western areas.This thesis first involved in a low-carbon economy related theory, theoretically proved the necessity and the possibility of developing a low-carbon economy, and through the condition analysis of the development low-carbon economy in Guizhou, to draw a conclusion that Guizhou has many advantages such as superior ecological environment, rich new energy resources and tourist resources, large development space and high earnings etc. As well as has many negative factors such as coal as a leading in energy consumption structure, raw material and gas-guzzling industry accounted for a great proportion in industrial structure, the low level of industrial structure and the difficulty in energy saving and emission reduction, the weak technology innovation ability, system and mechanism obstacles, etc. Analysis on this basis, Guizhou has some key industry to choose and grasp respectively from the first, second and third industry perspective. And some countermeasures and suggestions to develop a low-carbon economy in Guizhou are presented in six aspects including guidance and leading low-carbon consumption idea and to improve the energy structure and energy efficiency, the development of green building and energy-saving traffic, formulating a low-carbon economy development strategy and constructing a low carbon economy policy and legal system and strengthening low-carbon technical cooperation and innovation in Guizhou.
