After the industrial revolution, Energy has been the focus of international community in recent centuries. In 21 century, oil resources is a focus problem as before because of its rareness, unrenewableness and dependence.Comparing with moderately developed and develping countries, the researches of the influence of oil price fluctuations on the political and economic stayed focused on several industrial countries such as USA, Japan, Canada and Britain. In that case, the key to the studies of oil price fluctuations should focus on those developing countries which rely on oil import and export.We performed a research of the factors of the influence of international oil price fluctuations by using related research experience, the existing achievement and theories based on the marxism International Political Economy and geopolitics according to marxist theory through the methods of combination of theory and empirical study, the methods of combination of history and reality, the methods of documentation comparative analysis and investigation.We plan to research the fluctuation of international oil price and make a deep analysis of the non-economic factors. And we would systematically puts forward the measures of replying oil price fluctuations for improving Chinese resilience and adaptable ability.
