New Rural Cooperative Medical Care System Research In The Perspective Of Public Service Supply

With the development of economy, the function of traditional rural medical system is no longer so obvious in maintaining the health of the rural residents, meeting the demands of medical care of rural residents and reducing the medical care burdens of the rural residents. On the contrary, it has caused problems by illness-related poverty among the rural residents. Faced with the pressure of medical care, Chinese Central Commission of Chinese Communist Party and State Council’s Decision about Strengthening Rural Health Work as issued on October, 2002, which decided to gradually establish a new type of rural cooperative medical care system, and implement the financing mechanism combined with individual pay cost, collective support and governmental contribution. New Rural Cooperative Medical Care System is not only the important reflection of role transformation of the state and the important goal of social management in our country, but also the important content of government public service supply. Therefore, to explore the new rural cooperative medical care system has great theoretical and practical significance.From 2003, it gradually began with trials and spread across the country, which was welcomed by the whole rural residents. Compared to traditional rural medical care system, the new one tends to guarantee a serious illness of rural residents. It is a new system that it made a great breakthrough from the principle of participation, the overall level and security level, medical insurance system, the source of financing and compensation mechanism. As a new system, new rural cooperative medical care system inevitably encounters various kinds of difficulties in practice. It has some limitations no matter the policy itself, execution, supervision link or the participation of rural residents. Under the perspective of public service supply, in order to provide reference for the government to practice the new rural cooperative medical care system, this thesis takes Zhidan County in Shanxi Province as an example to discuss its problems, causes and effective solutions measures.The Party’s 18 th Report pointed out that: Health is the necessary requirement to promote the all-round development of human beings. The more attention of health we pay to, the higher demand of medical level and system we need and request. It is an incremental process to establish a system to guarantee every rural resident to enjoy the same healthcare treatment. Thus, the pace of development of new rural cooperative medical care system will not stop and it will be more into higher level in the future.
