Hydropower is a mature technology, a stable operation renewable energy, many countries attach great importance to this energy, and China’s "twelfth five-year" energy plan increased the hydropower development to the national energy safety strategic height. This new strategic target puts forward new requirements to the hydropower enterprise, gradually increasing the scale of the project, and makes the project difficult to guarantee according to the original material plan. Therefore, how to meet the overall purpose under the demand of materials has important significance to multi-project management. In the background of hydropower enterprise’s multi-project management, the problem of multi-project material resource allocation is studied.First of all, introduce the thesis background, analyze both the domestic and foreign research status of resource allocation problem, multi-project scheduling problem and the research status of material allocation problem with resource constraints, put forward the research purpose and significance, expound research content and the section on schedule.Secondly, combined with project management features and materials resource allocation process of hydropower enterprise, the allocation’s causes in hydropower enterprise are analyzed. On this basis, studying the advantages and disadvantages of different materials allocation methods, the key problems of hydropower enterprises materials allocation under multi-project circumstances is presented.Thirdly, a method based on hierarchical decomposing strategy was proposed to orderly tackle its precedence constraints and resource constraints. In the precedence constraints stage, the project activity priority synthetic evaluation model was presented to get activities linked list. At the resource constraints stage, the obtained optimum precedence activity sequence was taken as the stage’s input, in order to solve the problem of multi-project material conflict, multi-target digestion model with the optimization goal minimum project tardiness and minimum activity changes was established, and modified ant colony algorithm was adopted to solve the model, finally an optimal scheduling solution was obtained.Finally, solve the material allocation problem of Enterprise H by using the above models, analyze the results, verify the feasibility and effectiveness of the method and model and its project application value.
