The Study On Policy Implementation Of NCMS Policy In High Incidence Of Cancer

New rural cooperation medical policy is important to the vital interests of farmers, the current academic conducted various exploration and research about new rural cooperation medical policy, but few people explore the suitable model of the high incidence of cancer. As environmental pollution is increasing, more and more high incidence of cancer appeared, major high incidence of cancer farmers faced a heavier financial burden on health care. Therefore,exploring the suitable model of the high incidence of cancer and give some suggest to explore suitable model of the high incidence of cancer is important.In this paper, I will investigated Quangang, from the perspective of the Smith process model, by policy-makers, government officials, grassroots cadres, the participation of farmers investigations, analyze the problems of "NCMS" policy in the high incidence of cancer.The policy design quality is not good,the implementation of the body is not strong,policy target groups does not agree with it,it has a poor execution environment.By studying the perspective of Smith process model, find the reasons from idealistic policy,implementing agencies,target groups and environmental factors.such as policy itself has the complexity and discontinuity, the implementation of body and policy target groups do not understand it,it has a lack of effective control environment. Finally give some policy recommendations.such as improve new rural cooperation medical policy, improve the capacity of executor, strengthen communication with target groups and optimize environmental policy implementation.
