Study On The Problems And Countermeasures In The Implementation Of The New Rural Endowment Insurance Policy In Wulan Town Of Baiyin City

China has entered an aging society at the end of 20 th century and the beginning of 21 st century,now the aging of population continued to develop in both depth and breadth,and the aging degree in rural areas is much higher than that of urban areas.Affected by the urban-rural dual economic structure,the construction of rural social endowment system lags behind obviously.The aging of population pose a new challenge to the construction of China's social endowment system,the report of 19 th National Congress of the Communist Party of China pointed out that agriculture,rural areas and farmers are the fundamental issues concerning the national economy and people's livelihood.We should respond to the aging of the population actively,build a policy system to provide for the aged,filial piety and respect for the aged,build harmonious and healthy social environment,promote the combination of medical care and raising,and accelerate the development of undertakings and industries for the aged.This paper takes Wulan town as the research object to analyze the implementation of the new type of rural social endowment insurance in Gansu province,because the Jingyuan county was the third batch of pilot counties in Gansu province in 2011.The author,a native of Jingyuan,lives in Wulan town,has a good understanding of the social and economic development of Wulan town,and is able to maintain good communication with local government staff and villagers on account of carrying out these works needs to interview.This paper mainly used public policy implementation of the Smith model to analyze the rural endowment insurance policy of Wulan town from four dimensions: public policy itself,policy implementers,public policy implementation environment and public policy interest relevant parties.This paper adopts the methods of literature analysis,comparative analysis and empirical analysis to analyze the existing problems and causes in the implementation of the new rural endowment insurance policy in Wulan town,Baiyin city,in order to propose targeted suggestions and thoughts for the implementation and optimization of the new rural endowment insurance policy in China.According to the research,the problems in the implementation of the endowment insurance policy in Wulan town are shown in four dimensions.In the dimension of policy ontology,the design of new rural insurance policy is unreasonable.In the dimension of policy implementers,it is the policy executive agency lag of comprehensive management and service.In the dimension of policy target group,the idea of policy audience is backward and lack of security awareness.In the dimension of policy environment,it is the restriction of environmental factors of policy implementation.This paper analyzes the problems encountered in the implementation of the new rural social endowment insurance policy in Wulan town connect the current situation of the town.Draw lessons from the advanced experience of the implementation of the domestic rural endowment insurance policy,this paper puts forward the countermeasures and suggestions to improve the implementation of the new rural endowment insurance policy in Wulan town.In the dimension of policy ontology,one is to adjust and improve the way of collecting pension funds,the second is to establish an effective information proclaim and disclose system.In the dimension of policy implementers,one is to set up the town new rural insurance fund supervision committee,the second is to strengthen the professional ethics training of the handling personnel.In the dimension of policy target group,one is to perfect the financial subsidy and incentive mechanism,the second is to attach importance and strengthen the means of publicity.In the dimension of policy environment,one is to develop rural economy,the second is to strengthen the work team construction and the third is to strengthen the investment.
