In July 2014, The Ministry Of Industry make a goal of “2025 Outline”:upgrading Chinese Industry to a manufacturing powerhouse in 2035. the Chinese Academy of Engineering set Quanzhou as " China manufacturing 2025" the only place to model and practice examples. Aims to promoting the upgrading of Quanzhou city, creating a city with intelligent、innovative technology modern services combined with advanced manufacturing. In 2012, the State Council set Quanzhou as the third "Financial Reform" test area, intended to promote finance service the real economy.Finance as the core of modern economy, fully-featured, high quality and efficient financial support system is the key to scientific and technological progress and city upgrading. So, the major issues of how to seize the opportunity of Quanzhou Financial Reform to strengthen the financial support to the upgrading process of Quanzhou city to promote the upgrading of Quanzhou city, which are currently should pay attention to.Firstly, the Article combined with the goal of China to build intelligent,innovative modern services combined with advanced manufacturing city, proposing the content of city upgrading. Then on this basis, weighing the key SWOT factors to analyze the condition of Quanzhou to reach the intelligent, innovative technology combined with modern services and advanced manufacturing city upgrading, including opportunities and the challenges.
