Along with the problems such as resource and environmental constraints, the imbalance of income distribution, the unreasonable economic structure and so on, the pursuit of rapid economic growth gradually has been questioned. The people has shift the focus from the number of economic growth to the quality of economic growth. As one of the important factors of production, human capital is the source of economic growth, it plays an important role in a country or region’s economic stability and sustained growth. This thesis studies on the relationship between human capital and quality of economic growth, and we have analyzed the relationship of Guangdong,Jiangsu and Zhejiang province based the data from 2000 to 2012,based on Mincer equation to measure human capital level, using factor analysis method to build the quality of economic growth index system to measure the level of quality of economic growth, build the basic regression model to analyze the relationship between whole and different level human capital and quality of economic growth,through the deformation C-D model to measure the different influence on the quality of economic growth between human capital and physical capital. We have drawn conclusions based on the theoretical and empirical results, which is that the human capital has an obvious promoting effect on quality of economic growth, this effect is more apparent even compared to physical capital, although this effect showed differences in different provinces. Lastly, this thesis has given policy recommendations according to this phenomenon, including to deeply understand the connotation of the quality of economic growth, to establish a scientific concept of human capital, to promote the quality of economic growth based on the human capital.
