In today’s rapid development of economic globalization, positioning the participation of more and more export enterprises attention. The trade theories of heterogeneous enterprises from micro-level link the enterprise productivity and exports, which think the enterprise productivity is the most important factors to determine export. Therefore, it is very necessary to increase the productivity of enterprises to gain competitive advantage, then export can also influence business productivity. The behavior of export companies is basic to do research on international trade, which has been a key issue to study what kind of companies will choose to exit and what kind of business will be sold to the domestic product.By setting fixed cost as a function of firm’s foreign relationship, this paper develops an industry model with heterogeneous fixed cost to analyze the exporting or domestic sales performance of enterprise based on the study of Melitz(2003). Two conclusions draw from the model and supported by empirical analysis. First, exporters are more productive than non-exporters when the ratio of FDI is small, and domestic sales enterprises are more productive than those export only when the ratio of FDI is large. Second, the productivity difference between enterprises with or without domestic sales increase as the ratio of FDI rising, while the productivity difference between enterprises with or without export decrease at the same time. Especially, exporters might be less productive than non-exporter when the ratio of FDI is large enough, which called productivity paradise of exporters.
