Under the background of economic globalization, the city becomes more and more important. The research about urban competitiveness also becomes the new favorites of scholars and policy makers. Although the current domestic and international research about the traditional urban competitiveness has been relatively mature, there hasn’t been a unified concept, and most of them focused on looking for the source of the competitiveness from the inside of city, ignoring the division of labor and cooperation between cities and its influence on the promotion the urban competitiveness. However, the city is no longer a closed body. Along with the rapid rise of urban agglomeration in our country in recent years, through the observation of the urban agglomeration, we can find there exists competition and cooperation of dual relationship between the cities, and the dual relationship promote the cities and the overall urban agglomeration development together. In fact, the current implementation of urban agglomeration integration or regional integration strategy both needs the method by strengthening the cooperation of the cities and avoiding vicious competition between the cities. Therefore, the understanding of source of urban competitiveness should not be limited to a single city’ interior, but from the dual relationship perspective of city to make the deep study.Because of this, this paper will put forward the concept of urban competitiveness from the perspective of dual relationship of competition and cooperation and two evaluation index systems, then make empirical analysis on six urban agglomerations in different development stages and make a targeted analysis of the Pearl River Delta. The results show that there has dual source for the cities to obtain urban competitiveness. The degree of urban agglomerations or city network affects the city’s external environment and the urban competitiveness. There has strong relationship between the internal and external competitiveness, and they affect the city competitiveness together. The paper puts forward some relevant policy suggestions in the end.
