In the process of economic and social development, Guangming New District of Shenzhen, as the earliest established functional area, is facing the following difficult problems such as the coexistence of insufficient land space and inefficient use of the stock land, the restriction between backward ways of land use and those control means. How to change the land management thought, optimize the spatial resource allocation, promote the land development in new district and expand the industrial development space in order to help the transformation and upgrade of industry and to leave enough reserved space for the future development of the city, has become an urgent problem that needs to be solved.This paper takes the land management optimization schemes which bases on the industrial upgrading guide as the research object, to analyze the current situation of the land use in Guangming New District. Combined with the present situation of industry development, the problem of land management that are not conducive to the upgrading industries mainly includes the following factors: the contradiction between industrial development and land supply, low-cost but high-profit of the idle land, invalid law enforcement and supervision, the difficulty of solving the land issue left over by history and the res triction of non-agricultural land use.This paper summarizes the methods that can be used as reference for land management of Guangming New District by making a documentary research study of the land management methods taken place in Singapore, Tokyo, Hong Kong and other typical domestic and foreign countries/regions. By checking the source and use of land application, evaluating the performance and establishing enterprise launch mechanism, Singapore improves the industrial land use effectively. Because of the unbalance development of economic, Tokyo, in another way, pays attention to the CBD area, enhances the efficiency of the land use and lets the market play its role. The Japanese also combine the industrial policy with city planning to guide the industr ial layout. Hong Kong gradually improves the practice and the concept of land value through reasonable and orderly arrangement.Combines with the above analysis, this paper indicates that in order to promote the industrial upgrading transformation, we have to optimize the spatial resources supply, the re-exploitation and re-utilization mechanism, and the supervision service. In summary, we can optimize the spatial resources supply by promoting industrial buildings into market operation, strengthening the in dustry oriented land supply, finding the untapped potential development of underground space and defining the new industrial applicability. In the optimization of re-exploitation and re-utilization, we have to promote the reconstruction of old industrial districts, to encourage renovation of old industrial areas and to help the community land to make the adjustment for service industry development. In order to optimize the supervision service, we have to check the violation of land use, to establish the dynamic supervision mechanism and to strengthen the supervision after the grant for industrial land use.
