With the vigorous growth of industrialization and urbanization in China, supplying capability is constrained by the restricted land resources, and the contradictions between supply and demand is intensified. In addition, industrial land is a major part of urban construction land. Therefore, strengthening the land intensive use and increasing efficiency of land use is of great significance to sustainable land utilization.This article analyzes the quantitative effects of industrial land intensive utilization, combining location theory and decreasing returns to scale theory. The research is based on the studies of domestic and international research of intensive use of urban industrial land. In order to measure the level of Industrial Land Intensive Utilization in Guangdong province, an evaluation system which adopts multifactorial model is established. The system make comprehensive assessment of the urban land intensive utilization in 21 cities(special economic zones) in Guangdong Province. A dummy variable of policy is introduced into linear regression model, to study the factors of intensive utilization. Meanwhile, six factors such as capital stock, scientific-technical progress and cost of rent are used as dependent variable in the panel model and makes further analyzing and studying in Pearl River Delta and other parts of the province and some suggestions have been offered according to conclusions.
