The Problems And Countermeasure Of Engineering Construction Labor Subcontracting

Construction contractors, which has been around a long time, is the most common mode of labor subcontracting in China. It has made a significant contribution to China’s engineering construction. However, with the growing scale of engineering construction and improvement of related laws and rules, construction contractors have exposed its weakness, which is hampering the successful development of China’s engineering construction. Therefore, we must reform this mode to make it conform to the development trend, better serving for engineering construction.This article analyzed the problems in engineering subcontract, proposing the way of adopting migrant workers qualification system to deal with the illegal subcontracting confusion existing in today’s construction market, and presenting the specific operation method. Meanwhile, it suggested solving the following migrant workers employment problem by building labor service information platform, creating the bridge between migrant workers and employers through modern technology, achieving effective connection between labor and employment, improving the quality and safety of project as well.The adoption of migrant workers qualification and the new mode of the subcontract mean that the labor contract must exit the market, seeking for the suitable way of development. On the one hand, the labor contractor can enter the enterprise, playing the role of onsite administrator. On the other hand, the labor contractor can also set up a construction service company to participate in the next market competition. This article described both modes mentioned above, analyzing the conditions of labor contractors after transition and the economic change of construction enterprises under the new situation from the angle of economic, as well as relevant issues of interests balance. In the meantime, this article came up with the solution to the generally existing phenomenon, separation between people and certificate.The solution to the labor contractor problems involves different interest group, dealing with a wide range, which is quite difficult. It needs close cooperation of all aspects. Hopefully, this article will provide a reasonable way to solve the labor contractors’ problem, providing a lesson for architects to learn from.
