In the economic times, human resource determines the survival and development of enterprises.With the further development of reformation and further regulation of socialist market economy, in the market, the competition of Chinese enterprises have been changed from simple products and service to human recourse. But the acquisition of senior human resource is gradually turned from market to enterprise training in order to meet the enterprise culture and ensure the loyalty to the company.BD is the traditional military manufacturing companyand has experienced the development of products replacement and enterprise expanding in the 60 years. In 2005, with the policy opportunity of bankruptcy reorganization of state owned enterprises, the company had a historical change because of implementing policy bankruptcy and corporate restructuring successfully. At present, the company is in the adjusting period of reformation and development. In this period, the emphases of human resource are to strengthen the construction of enterprise core and to establish the team of excellent enployee, especially the team of key employee, and provides human resource guarantee for the sustainable development of company. Therefore, used the theory and method of modern enterprise human resource management, and combined with the company’s current status, the main purpose and meaning of this thesis is to establish the human resource management system by systematically and further researching qualification evaluating, and establish the effective encouragement for employee career growth.According to the related theory and qualifications of human resource management, the thesis reviews literature in the writing, and understands the development of qualification management and practical application of the enterprise. Focus on the analysis of human resource management present situation and problems of BD Company;the thesis indicates the framework and detail design method of qualification management system, and solves the problem of employee career growth by implementing qualification, and solves the problem of human resource management system construction by effectively connecting with human resource management.Firstly, on the basis of using the theory of "working analysis" to rearrange the company position, the thesis establishes the channel of employee career growth according to the development idea of "two-channel"; secondly, the thesis starts the standard design of qualification by using "career anchors theory", "competency theory","motivation theory" and the method of benchmark analysis, interviews and questionnaire survey;thirdly, the thesis explains that how to implement and work qualification by processes construction;at last, the thesis analyses how to connect with qualification management and human resource management, in the other words, that is how to use qualification in the main function of human resource management, and effectively solves the systematized system construction problem of BD company in human resource management.
