The Global Oem Enterprises Siting And The Local Government Behaviors In The Socio-economic Transformation

Since2005, the eastern coastal extraversion labor- intensive enterprises(especially O EM enterprises) began to accelerate the transfer to the central and western regions, which meant a reconstruction of the society、economy and space to the transferred city. Behind this,the local governments behavior in the idea of“managing city”had changed under the institutional constraints,which take the transformation of Development zone`s “Governance Model” as typical. For the global enterprises, the essence of layout and siting is the process,which capital seek the maximum profit or the minimum cost,and it mutated in the competition among local governments, which consider attracting investments as their development goals;the relationship between the enterprises and local government,or among local governments,mainly perform in the investment preferential policy. For the global OEM enterprises, who have the dominance between government and enterprises,an important factor of their location decision is the cost of the essential factors in production process,as well as the circumvent of corporate social responsibility in the process of the reproduction.This paper use empirical research approach,under the background of China’s social and economic transformation,discussed the complex relationship between the global enterprises` sitting and the local government behavior. Based on the research of the Government-Business relationship at home and abroad,the article mainly analyze the general rule of global enterprises migration and sitting,argues that under C hina’s political and economic system,the further consideration of Foxconn`s sitting under the“production function”, is the local government input level in reduce or alleviate the enterprise production cost. The tendency of local government entrepreneurialism focus on the development zone`s governance model,found that under the background of the Decentralization,for the idea of “managing city”, the local government`s motivation is to pursuit fiscal revenue maximization. But under the central government’s macro policy constraints and supervision,the major paths have charged fromthe early land expropriation to land finance and commercial land,The mainly reflection of local government behaviors in attracting Foxconn sitting have charged from land supply、tax breaks to the productive infrastructure supply.Since 2008,subject to the transformation of social economic environment at home and abroad,the dominant factor of global enterprises location decision in the domestic also changed. For the global labor- intensive O EM enterprises,The key factor of Foxconn sitting,no longer confined to the land, tax and productive infrastructure supporting etc.,their pay more attention to the logistics cost、labor supply、 project operation time and other factors,especially escape the corporate social responsibility in the process of labor reproduction. Coinciding with the charge of enterprise location decision factors,the government`s relevant behavior also changed. This paper provides an capital leaned perspective of“Space collective consumption”,to understand the evolution pattern of the industrial zone`s public service facilities` layout, or“science city”, which put the Foxconn as the core.
