Under the background of fierce competition in the market, the accelerated development of the global economy, high and new technology emerging in an endless stream, and the products updated more frequently, enteiprises are increasingly demanding the qualified personnel and the personnel structure of enterprises is also undergoing constant change. Human resources are the fundamental and key competitiveness of the enterprise, which affects all links and aspects of the operational activities of the enterprise. The completion of enterprise target is required to rely on the suitable human resources development strategy. To conform to the strategic goal of innovation and development, enterprises in China should develop the strategic sense of human resources; create an effective system, an incentive mechanism and a special culture of the enterprise so as to allocate human resources in an optimal way. Therefore, it is of great significance to study enterprise human resources development strategy under the current circumstances theoretically and practically.This paper methodologically adopted the methods of researching, investigating data and of comparison and selected Huaian Foxconn Technology Group Co., Ltd. as the target enterprise to investigate and research its human resources development strategy. Through the investigation in this paper, findings are as follows the company basic situation in human resources development strategy. In human resources planning, the quality of the personnel of the enterprise based on young people has constantly improved, its structure is further optimized and its development is full of vitality. In human resources incentive mechanism (remuneration and training), the remuneration system is set out in accordance with the respective title, position and education statistics, and the enterprise promotes and implements a training management system for all employees from recruitment and through their whole career. In the performance evaluation mechanism, the enterprise implements Individual Performance Appraisal and Final Elimination Principle. In the construction of enterprise culture, the enterprise focuses on environmental remediation as well as the employees’psychological health. At the same time, there are some problems demanding prompt solution to taking relevant human resources developing countermeasures to enhance the realization objectives of the enterprise’s strategies. There exist some defects in the personnel recruitment system and the appointment mechanism has to be rationalized. There’s growing awareness that the current design of remuneration is inconsistent with the management requirements and the monetary remuneration is overly focused on non-monetary remuneration. The enterprise training management system is not sufficient and the goals of training are not set rationally, which makes the training less valid. Reflecting on the performance evaluation, there exist not only some misunderstandings, but also some ignorance on the importance of communication function. Affected by Tai Wanese management methods, the validity of cultural construction is very insufficient for the sake of the flaw about human solicitude and a quick profit at the expense of a healthy market.By introducing the basic circumstance of human resources development strategy of Huaian Foxconn Technology Group Co., Ltd. the paper analyzed the current circumstances from the four aspects of human resources planning, Incentive mechanism of human resources (remuneration and training), Performance evaluation mechanism and the construction of enterprise culture and put forward with the corresponding solutions with the help of the application of human resources related theory.In view of the above problems, this paper presents the following four countermeasures for the human resources development strategy for Huaian Foxconn Technology Group Co., Ltd. Firstly, the enterprise pays attention to the implementation of the talent strategy planning and brings the roles of the executive team, human resources department and other related departments into full play. Secondly, in order to improve and implement human resources incentive mechanism, we’d better implement remuneration and training incentive factors so as to fully mobilize the enthusiasm of the staffs working enthusiasm, initiative and creativity. Thirdly, to maximize the enterprise human resources, it’s necessary for an enterprise to improve and implement the performance evaluation mechanism, combined with the reasonable talent assessment system, personnel system and human resources development system. Fourthly, as the enterprise culture plays an important role in the realization of the strategic target of the enterprise, therefore, Huaian Foxconn Technology Group Co., Ltd. should cultivate the special culture characteristics from the three aspects, such as the surface, inner, and deep culture.
