China is rich in mountains, mountain tourism resource plays an import part of tourism resources. Mountain tourism is not only the best carrier of leisure vacation but also the hot topic of Travel and Tourism Research. With plentiful resources and various modes of presentation, mountain tourism has become one of the best way for tourists to get close to nature and get relaxed.And the traditional sightseeing is becoming increasingly unable to meet the tourist varied demands,as the improvement of living standard,a higher level of aesthetic pursuit and the rapid development of tourism industry. Diversified demands on tourist resources is a double-edged sword, on the one hand,it creates new opportunities for tourist enterprise,and it also brings more challenges.The disadvantages of current tourism industry are gradually exposed. Among which,the contradiction of tourist demands in between hot spots and warm spots is quite obvious.There are advantages and disadvantages of tourism resources due to geographical and regional differences.In popular destinations,their capacity is not adequate to receive too many tourists,while warm locations are struggling to survive because of few visitors.And there are a variety of causes to this phenomenon,in the past most scholars focused on the research of hot spots of tourism development other than warm spot areas,but from the point of relative quantity,tourism non-optimal area is far more than optimal area all across our country. Based on the present situation, the author attempts to make mountain tourism as the carrier,in reference to the existing research achievements of mountain tourism developmen,to research the tourism non-optimal areas.Many scholars have studied non-optimal tourism areas rather than the mountain of non-optimal tourism areas.The author thinks that the concept of "non-optimal tourism areas" is too big which involves too much factors, It is difficult to understand the connotation of non-optimal tourism areas,and the direction in cannot be effectively grasped in the process of actual development.So the author chooses a part of the concept---the mountain of non-optimal tourism areas to study. The author defines the concept as: the area which is based on the mountain landscape,water landscape,animals and plants landscape, historical and cultural landscap,in bad development situation because of lacking good location,resources,economy,traffic and other factors.On the basis of theoretical research and actual survey,the author regard the mountain of non-optimal tourism areas--- Jiugong mountain as the research object,and uses this standard of Classification investigation and evaluation of tourism resources to analysis the tourism resource of jiugong mountain,and then summarizes the characteristics,puts forward the development strategy and development special project which are based on the evaluation result.All things are hope to be able to from the point to surface,and then puts forward ideas and methods to the non-optimal development of mountain tourism, all those things are the purpose of finding a new development way to the majority of non-optimal monutain tourism areas.
