At present, entrepreneurial activity has been in China blossom everywhere on the earth. However, statistics show that small Micro and small enterprise entrepreneurial failure rate has been high in accordance with domestic and international. The failed venture cause a huge waste of material resources and human resources. China’s economy calls for more effective entrepreneurial activit ies. But studies show, entrepreneurial leadership has great influence on the rise and fall of entrepreneurial activity.This research take the Shihezi science and technology Small and micro businesses as an example,the study on the relationship between entrepreneurial leadership and entrepreneurial performance, and from the angle of human resource developmentand puts forward some countermeasures for the development of entrepreneurialleadership. This research mainly adopts a combination of qualitat ive and quant itat ive methods.First of all, using the method of literature research leadership, entrepreneurial leadership factors affecting entrepreneurship of previous and related researchmodels are reviewed and summarized, on the basis of the proposed model andresearch hypothesis, and then obtain the entrepreneurial leadership throughbehavioral event interview and questionnaire survey method of data and entrepreneurial performance relationship, and the use of correlation analysis,regression analysis statistical analys is of the relat ionship between entrepreneurialleadership and entrepreneurial performance: the system to explore.The research results show that entrepreneurial leadership strategy, personal characteristics and incentive dimensions are signif icantly influence on the enterprise survival and innovation performance;incentive dimension entrepreneur ial leadershiponly has a signif icant effect on growth performance;communication dimensions of entrepreneurial leadership has no effect on the innovat ion performance, growth performance and growth performance.The analysis of variance showed that the performance of the leadership of women entrepreneurs than men; Overall level of personal factors and entrepreneurial leadership will have significant differences by different working years; Employees working less than 1 year in the personal dimension of entrepreneurial leadership have a stronger performance.Terefore,in the combination of high-tech small and micro enterprises in Shihezi City, based on the actual situat ion,from the perspective of human resource development,put forward the vocational training,management development,career development,the development,ethical development and other development measures to develop EL.
