Public rental housing is an important part of affordable housing system in China(hereinafter referred to as the public rental housing)[35], plays an irreplaceable role in solving the difficulties of low-income families in the city of housing, improve the housing supply system etc.. From the development trend in recent years, this form of security will gradually in the affordable housing system has become the leading.At the present stage of China’s public rental housing to the government for the development of the operation of the main building, a large amount of financial subsidies and preferential policies as the main goal, the development and operation mode. In this mode, adversely affect the public housing project, low economic efficiency and financial viability problems directly on the construction of resources recycling, maintenance and appreciation of state-owned assets, after putting into operation, hampering the implementation of public rental housing security function and its sustainable development, so this problem should be solved.There are economic and financial viability issues embodied in the unbalance of operating income and the cost in whole life cycle. Analysis of the characteristics of the collection and use of the life cycle theory of public rental housing life cycle cost to [34]complete the construction of public rental housing, the project life cycle cost comparison model and operating income, operating income and total life cycle cost gap is expressed by the quantitative method, in order to compensate for this gap as the starting point, put forward the the new public rental housing development[36] business model based on the theory of life cycle cost. The new model to improve the capital, cost and efficiency of supervision through the establishment of specialized public rental housing development company; the commercial housing into public housing project to broaden the sources of income and other specific measures, for the current mode of public rental housing development goals, development of executive body, supervision, management, construction funds constitute five aspects are improved, finally in Xi’an city a public housing project as an example, the empirical analysis, prove the feasibility of new mode.Therefore, the life cycle cost theory to study and improve the public rental housing[17] will be conducive to the low economic benefits, lack of financial viability of response to public rental housing development based on the operating mode, to guarantee the sustainable development of public rental housing, the full realization of the security function has important significance.
