At present, most cities in China have entered the pre-construction phase of the public rental. At the end of2011, the newly started construction of affordable housing and various shantytowns housing has reached10million, which is not only effective solution to the housing needs of low-income groups in cities and towns, but also promoting affordable housing system in China, and it is of great significance to the development of affordable housing system. But a large number of public rental housing will no doubt generate a lot of post-operational management problems. Such as the entry and exit mechanism of public rental housing, the mode design of public rental property management and community management, and the mechanism of the public rental sustainable development.Therefore, on the one hand, this article describes the development status and existing problems of China’s tradition of affordable housing, and also describes the public housing achievements of some developed countries; on the other hand, while summarizing the problems of affordable housing, analyzing and summarizing the successful experience of developed countries public housing development, based on the combination of public rental status of some problems in post-operation and management mechanism, Started from three perspectives, formulated the entry and exit mechanism of public rental housing, the mode design of public rental property management and community management, and the mechanism of the public rental sustainable development.This study as follows:The first chapter is the article’s introduction. Including the research background and significance of the article, and summarized and analyzed at home and abroad in this article correspond to the research literature, and elaborated on the research objectives, research theoretical basis and research methods.Chapters2and3are the basis for the article. The second chapter describes the existing affordable housing system, and its current station. Also summarized the problems encountered in the development of affordable housing in China, the forward-looking guiding significance to the sustainable development of China’s public rental. The third chapter analyzes a number of developed countries, public housing development process, on the basis of the analysis of the development measures and method, summarized its successful development experience.Chapter4-Chapter6is a core part of this article. Chapter4is to set enter and exit mechanism of public rental. This chapter on the basis of analysis of the low-rent housing and affordable housing to enter and exit mechanism, combined with the current development of China’s public rental, and to develop a suitable public rental operations in China and development into the exit mechanism. The chapter5is to set up community management of public rental and property management operation mechanism. On the one hand, this chapter analyses the affordable housing community management and property management of the situation. On the other hand, analysis of the relation between property management and community management, and expounded the difference and contact details. On the basis of these analyses, from the point of view of community management should include property management, consolidate recast owners Committee, the position and role of the sub district office and property management company, has developed a set of suitable public rental property management and community management of effective operational mechanisms. The chapter6is mainly from the perspective of sustainable operations, in the analysis of social housing on the basis of sustainable development, exploration and the development of a sustainable operational mechanism suitable for social housing development in China.Chapter7is the end of this article. This chapter is to analyze and summarize the conclusions and opinions. At the same time, pointed out its deficiencies.
