As a significant link in the economic development, expressway greatly boosts Chinese economy. From1999to2009, through the development and expansion of the last decade, the total highway mileage of China has ranked the second in the world. Nevertheless, there are numerous problems at the same time, such as the high toll fees, the heavy enterprise debt, and the backward traditional means of charges, which leads to traffic jams. Therefore, it is essential to analyze the factors behind these problems and find the relevant solutions to keep promoting economic development.Former scholars suggest that the development of the highway can not only increase the number of total mileage, but also enhance the economic benefits in order to adapt to the development of our economy. In this paper, the study analyzes the correlation between China highway development policy and economic growth firstly, and it tests the former conclusion.Secondly, the study analyzes the current situations from development mode, planning, supply and demand relationship, the speed of economic development, the debt matters, and integration management and finds the causes of China freeway development in advance.On that basis, the U.S. highway development history, charge status, development and financing mode, the speed of development are presented in the paper for reference. Particularly, the study contrasts the economic development status of China and America, whose GDP is over3,000U.S. dollar.At last, according to the analysis, learning from the American highways development experience, the study puts forward some suggestions that are developing new charging system and programs, establishing good management organizations, improving design level, using advanced management technologies, strengthening highway construction level and data collection, etc.Furthermore, the postgraduate thesis mainly takes the study methods of qualitative analysis as well as quantitative analysis, meanwhile criterion analysis as well as example analysis to do the empirical research. After analyzing the differences between China and American highway development, the article also puts forward several strategies for future China freeway development. Besides, the conclusions in this study can be drawn as follows.First. According to former statement while comparing with American economic policies over the same period, the research suggests that reducing highway fees in China is beneficial to the economic development.Next,China's highway toll system is accordance with related principles so as to boost China's freeway development steadily. To avoid the insufficient maintenance fund for highway like the U.S., it is necessary to establish a scientific and reasonable highway charging system in China.
