Research On The Social Security Of The New Generation Of Migrant Workers In The Process Of Urbanization In Liaocheng

Urbanization is the important measures to solve the problem of agriculture, country siot and farmern, an also the way to slove the problems of largest city in the process of urbanization, such as the scale is too large, the industry is too concentrated and the environment problem. It is a powerful engine for China’s future economic development. Along with the urbanization, there are many new problems arising. The problem of how to dispose of farmers’ land, and social security for farmers. The good deal to these issues will promote economic development; promote economic and social structure transformation process. On the contrary, it will affect social stability bad, affect social equity and justice, and affect economic development. New generation of migrant workers are the second generation of migrant workers, and compared to their parents, they not only have a higher cultural quality, self-awareness, but also have a higher consciousness and awareness of their rights. They are eager to integrate into the city, enjoy the fruits of urban development, and has the same status as city people. Especially in social security, the new generation of migrant workers hope to has like the city people’s social security system and social security treatment. Thus, China’s urbanization not only includes the content of physical urbanization, such as infrastructure construction, road transportation, utilities and other communications, but also including human urbanization, everyone is equal, enjoy the same rights, with the same obligations and so on. Therefore, urbanization is essentially the human urbanization. In this paper, taking the urbanization of Liaocheng city as example, we discuss the economic transition period, the new generation of migrant workers health insurance, pension insurance, unemployment benefits, maternity insurance and other social security measures.We put forward the issue of this paper in the first part, and then we set forth the background and purpose, meaning and study methods of this issue in detail.The first section of the second part of the paper is based on the data analyzed and summarized that migrant workers have "four high and one low and one weak" features- high level of education, higher levels of consumption, expectations are high wage, high level of protection, provincialism weak, low tolerance work. We investigated the case of insured Liaocheng new generation of migrant workers in the second section, the statistics of the new generation of migrant workers were age, sex, occupation, etc. The results show that compared to the developed areas of our country, the insurance rates of the new generation of migrant workers in Liaocheng is low.The third part of the paper on the basis of the second part of the analysis of the adverse effects of the new generation of migrant workers lack of social security for Liaocheng urbanization generated. In general, the adverse effects include two parts: the existence of social stability risks, the city’s urban and rural construction hinder the transition propulsion and social structure.The fourth part analyzes the new generation of migrant workers constraints security system development. The shortage of social security system is one of the most important reasons; the second one is the government lack of financial investment.We will four countermeasures in the fifth part, which is about how to improve the social security system of Liaocheng generation of migrant workers will be proposed. Firstly, we have to establish and improve the work injury insurance system, which can benefit to the vast majority of workers in the construction of injury prevention system. Secondly, we propose establishing catastrophic health care insurance system of the new generation of migrant workers, and it can be incorporated into the town in the right ways. Thirdly, we should bring the insurance system of the new generation of migrant workers gradually into a unified urban pension system. Fourthly, it is significance to complete the employment and unemployment service system of generation of migrant workers, improve technical skills through pre-service training to enhance employability after unemployment through vocational training and improve the overall level of skills through job training. We suggest establishing the employment platform to facilitate the rational flow of workers.
