Migrant worker is not only a name. It is a special identity under the traditionalhousehold registration system in China. And it is caused by many factors such as political、economic、social structure of urban and rural two dual economic and society. Since themore than30years of Reform and Opening-up,the labor force of migrant workers has asignificant change at the same time it makes enormous contribution for the development ofnational economy especially for the city construction and development. The total numberin scale is keeping increasing; the new generation of the migrant workers has occupiedmore than half of the number of the migrant workers because the city migrant workers stepinto the important period of intergenerational transfer. The new generation of migrantworkers has some different in the qualitative aspects with the older generation.At the same time, our country urbanization level has increased from36.2%in2000to49.68%in2010.During the “12th Five-year Plan”, the urbanization in China are expectedto be increased by0.8~1.0percentage points averagely, and it will reach about52%in2015, about65%in2030. The acceleration of urbanization gives the new generation ofmigrant workers the unique characteristics of the times, and the characteristics make themto blend in the city most likely. They complement each other. But the development of theurbanization does not synchronously drive the progress of the social security rights on thenew generation of migrant workers. It is still in the state of absence. However, to protectthe social security rights of the new generation of migrant workers, the problem should besolved in the process of rapid urbanization.The research object of this paper is the new generation of migrant workers who do notwork in the local and who are16~30years old in the2010time point. The research contentof this paper is the social security rights that the new generation of migrant workers shouldenjoy in city. We have come to the conclusion that the social security rights of the newgeneration of migrant workers is in the state of deficiency by analyzing the social securityformulation of the migrant workers, policy implementation, policy effect. To make up fortheir social security rights, it may be put in the process of urbanization and starts in twoaspects. The link of out of the country adds weight on the social security rights of migrantworkers and the link of into the city protects their social security rights.
