In recent years, real estate industry increases strongly, polarized phenomenon increases seriously, meanwhile the government devotes greater efforts to the macro-control of the real estate market. In face of the powerful and large real estate enterprises, small and medium-sized real estate enterprises is struggling, they not only lack of enough capital chain, and also the scientific and standardized management mode of cost management. To having a foothold in the industry, more and more small and medium-sized real estate enterprises begin to attach importance to the project cost management, it also urged many scholars studied in the cost management of real estate projects, and many of the new cost management method is proposed. But under the influence of social development, the cost of real estate project management possess an epochal character. In order to be able to meet the needs of the development of society, the traditional management mode cannot be insisted, and it needs to use innovative methods to improve the cost management of real estate project, so this study will use the new viewpoint on the method of real estate project cost management.Firstly, this research analyzes the present situation and problems of the small and medium-sized real estate enterprises project cost management in our country at present, and propound the research of small and medium-sized real estate enterprises project cost management is a very complicated system, need to use the WSR(Wuli- Shili-Renli) methodology which solves complex system problem specially to study on it. Then explains the WSR methodology and collaborative theory, and studies the current typical real estate cost management mode, and laid the theory and practice foundation of further studying the real estate project cost collaborative management.In this study, after expounding the basic concepts, principles, characteristics of the WSR(Wuli- Shili- Renli) methodology and analyzing the applicability of using WSR methodology to direct the real estate project cost collaborative management system, this paper separately studies on “the Wuli ”, “the Shili ” and “the Renli ”. The Wuli, research on “what it is”, based on the composition of project cost, analyze the real estate project cost collaborative management. The Shili, research on "how to do",set up the new collaborative management system with the project cost control system and guarantee system. On the whole life cycle cost control management system includes the target and responsibility cost system, the dynamic cost system and the assessment system. The guarantee system contains process collaboration, accountability and rights collaboration and cost database. The Renli, study on the management of the people from the interior and exterior of enterprise. The interior of enterprise construct the organization including cost management department and incentive mechanism. The exterior of enterprise analyze all participants of project in three aspects: organizational patterns of the whole team, roles duty, communication and information exchange, training and education.
