With the market-oriented reform of housing, the method of buying commercial housing market has become the main way of people to get housing. Commercial housing market also gradually affects the economic development of our country, social stability and order, the people’s daily life. Therefore, the commodity housing market has always been the focus of government attention and regulation. Since the commodity housing market appeared in several decades of development history, it has experienced rapid growth, sluggish market phases, and stimulated national economic, promoted social development, and stabilized people’s life. At the same time, it also exists many problems, such as high housing price to income ratio, single financing way, messy supply structure, house price fluctuations leading to social mass incidents, the local government’s resistance, etc. While our governments at all levels have been working hard in regulation always, but these issues have not been solved fundamentally. By listing the commodity housing market problems, reviewing over years of government regulatory policy, collecting existing classification method of commodity housing market in China, and in-depth analyzing the natural reasons why the regulation does not solve the problems, this paper points out that commercial housing without scientific classification management is fundamental.As the industry life cycle, the real estate industry is going through the transition from the so-called "golden age" to the "silver age". In this period, the state will proceed a new round of macroeconomic regulation and control of commercial housing, it is the commercial housing to the best opportunity to comb, classification regulation and management. So it’s the best time for our government to re-sort, and classify commodity housing. This paper, starting from the properties of commodity housing, points out that commercial housing and affordable housing properties is not absolutely single, antagonistic. Commercial housing is mainly for commodity attribute, but also has a certain security properties. In the transition from complete security attribute to complete goods attribute, there will be a myriad of different properties of commercial housing, then we can define the development position of commodity housing market. Then, we should adhere to the principle of the market-oriented, fully embodying the Security attribute of commodity housing, the combination of overall deployment and local conditions, dynamic adjustment in stages. According to the income level, the residents will be divided into three categories. Based on the attribute analysis and positioning research, considering commodity housing to meet the needs of different levels, we build commercial housing’s "three- level " housing supply system classification, basic self-living type of commercial housing, the improvement of commercial housing, consumption and enjoying type of commercial housing. Finally, we have put forward some relevant policy recommendations on all levels in the "three-level" housing supply system classification, to achieve a comprehensive, systematic, category management of commodity housing market, to ensure commodity housing market healthy and orderly development.
