Research On Shanghai Urban Leisure Fishery Development Strategies

Recently, withcomplicated international situations, Shanghai traditional fisheries are faced with the bottleneck of development. China conflicts with neighboring countries and regions intensely on maritime rights and interests. Marine fisheries resources are shrinking and the ecological environment is getting worse.Shanghai traditional fisheries such as marine fishing, freshwater fishing and breeding slowly grow, directly restricting the development of fishery economy in Shanghai. "Twelfth five-year plan" period is critical timing to realize the fishery economic development of Shanghai. To further optimize Shanghai fisheries industrial structure and regional layout, to steadily increase fishermen’s income and to promote fishery economy contribution rate and fishery sustainable development ability, urban leisure fishery development has become the new way for Shanghai. Leisure fishery is new and diversified industrythat combines sport fishing, tourism, sightseeing, entertainment industries. On the basis its fishing culture, Shanghai urban leisure fishery makes full use of metropolitan resources to meet the production and living needs of the residents and to serve for urbanization.Shanghai urban leisure fishery can relieve marine resources exhaustion, promote traditional fisheries to transform into modern fishery industry and expanse tourism space, upgrade the tourism industrial structure, increase fishermen`s income, disseminate Marine culture and enhance environmental awareness.Based on the actual situations of Shanghai urban leisure fishery, through the induction of domestic and abroad literatures, according to effect theory, leisure consumption theory, the industrial structure theory and the sustainable development theory, this article defines the concept and characteristics of leisure fishery, elaborated on the domestic and abroad leisure fishery situations and experiences, use econometric model and SWOT model to analysis the dynamic relations between Shanghai urban leisure fishery and fishermen`s disposableincome, and then summarizes the Strengths, weaknesses, opportunities and threatsof Shanghai urban leisure fishery.Finally, this article puts forward the countermeasures and suggestions to solve the problems and to guide the healthily development of Shanghai urban leisure fishery.Through the empirical analysis, conclusions are:(1) Shanghai urban leisure fishery can promote fishermen`s disposableincome in Shanghai. Also if Shanghai fishermen`s disposableincome developed, it will do benefit its urban leisure fishery. There is dynamicinteraction between them, so the two can promote each other.(2) Shanghai urban leisure fishery has achieved good economic benefits, social benefits and ecological benefits. But the problems are also exposed, such as: the lack of planning and high competition;Excessive waste of resources;Single project, lack of features; shortage of funds and low efficiency;(3) to make use of advantages,make up the disadvantages, seize the opportunity and take diversified development strategies, such as: scientific and overall planning to improve the management mechanism;Expansion of sea and land fishing industry, rich leisure projects;Optimize industries to promote the competitiveness; focus to innovation to make special projects; make use of fishing culture to promote leisure taste; Pay attention to ecological protection for sustainable development.
