Study On The Alienation Phenomena Of Farmer Cooperatives In Gansu Province

The farmer cooperatives have played an important role in enhancing farmer’s organization degree, increasing their ability to resist risks and the market negotiation.Especially in the face of the rapid development of modern agriculture, the fierce competition in the market of agricultural products at home and abroad and the rapid change of the rural social structure, the function of farmer cooperatives will be a more prominent role. In 2014,Gansu Province issued a view on further accelerating the development of farmer cooperatives,which has been further improved the external development environment. In recent years, with the rapid development of the farmer cooperatives, It was important for the agricultural and rural economic development. However, a variety of alienation phenomena emerged in course of its development and hindered the healthy growth and sustainable development of farmers cooperatives. If these problems will not timely correct and eliminate, the famer would not share the cooperation surplus from the farmers cooperatives, and it is difficult to ensure the sustainable development of the farmers cooperatives. Therefore, this paper based on the investigation of 265 demonstrative farmer professional cooperatives from Gansu province,estimated the degree of alienation of farmers’ professional cooperatives, analysised the reason of the occurrence of alienation, and last provided the decision-making basis for the development of farmers’ professional cooperatives in Gansu Province. The result showed that:(1) The farmer cooperatives got more government support, it has a rapid development in Gansu Province, which presented the characteristics of the farming and animal husbandry.But its distribution is not balanced, and there was a difference between areas.(2) Based on the investigation of current situation of the development of farmer cooperatives in Gansu province, we combined with the specific case to analysis four alienation phenomena emerged in course of farmer professional cooperatives.(3) Based on the Rochdele principle, the international cooperative principle, and the cooperative law of the People’s Republic of China, a comprehensive measurement index system for the alienation of the farmers cooperative was constructed and used to measure the comprehensive alienation of farmers cooperatives based on the survey data in Gansu Province. Analysis results showed that, in general, the tendency towards the alienation of farmers cooperatives in Gansu Province was high with a level of 40.12%. The surplus distribution has the highest level of alienation of 50.75%, the system construction and democratic management levels have reached 35.53% and 33.42% respectively, and the alienation value of the freedom of joining in and dropping out the cooperatives was relativelylow, only 22.64%. The inefficient operation mechanism and imperfect institution were the main reasons causing the alienation of farmers cooperatives.Based on this research, it is suggested that some countermeasures including strengthening the guidance to establish a standardized cooperatives, strengthening democratic management, establishing the mechanism of surplus distribution, and continue to increase efforts should be adopted to support the healthy and sustainable development of farmers cooperatives.
