A Study On The Performance Evaluation Of The Farmer Cooperatives Association In Gansu Province

Since my country implemented the household contract responsibility system in 1978,great achievements have been made in the development of the agricultural and rural economy.With the development of social economy,the inherent characteristics of small farmers' management such as the concentration of agricultural subjects and the low degree of organization are not enough to adapt to the market economy,which has become an obstacle to the further development of my country's agricultural and rural areas.Although at the beginning of the development of agricultural industrialization,the state emphasized supporting the development of new types of agricultural business entities such as leading enterprises,but due to factors such as their own operating characteristics,management systems and market fluctuations,there is still a connection between small farmers and large markets Instability and other situations.With the continuous exploration and development of my country's rural cooperative economic organizations and agricultural management systems,farmers' cooperatives emerged as the main body of intermediate-scale organizations to further consolidate,support and stabilize the development of small farmers.Since the implementation of the Law on Farmers' Professional Cooperatives in 2006,after 10 years of development,my country's farmer cooperatives have developed rapidly and become an effective carrier to drive farmers to participate in market competition,promote the modernization and upgrading of small farmers and innovate the main body of agricultural social management.With the increasing openness of the agricultural market economy and the continuous upgrading of market organization conditions,the cooperative has gradually lost its competitive advantage in the process of market transactions transitioning to e-commerce and cannot effectively support the modernization and development of small farmers.The newly revised Law on Farmers' Professional Cooperatives in 2017 set forth requirements for further supporting the development of cooperatives,and specifically pointed out that the development of farmers' cooperatives is encouraged.As a cooperative,large-scale service entities that cope with difficulties,consolidate and support the resilience of small farmers,and improve the competitiveness of the agricultural market have officially emerged and developed.However,because cooperatives is a newly organized product of organization and scale,there are still many areas to be explored for its main body and mechanism.This article is based on the existing relevant research combined with the practical development of Gansu Farmer Cooperatives association,to promote the standardized and healthy development of Gansu Farmer Cooperatives association through field research and performance evaluation empirical research on Gansu Farmer association to explore its actual The development effect andexisting problems are expected to provide practical guidance for the development of Gansu Farmer Cooperatives association,and to provide reference for relevant research on the main body and mechanism of Farmer Cooperatives association.Through the research in this article,the following conclusions are drawn:1.Gansu Province currently has a total of 99 registered cooperatives,of which 51 are in normal operation,11 are cancelled in 2019,7 are in abnormal operation,2 are empty,and 28 are new.The field surveys and descriptive statistical analysis on the distribution scope,registered capital,number of members,main business,and cost-effectiveness of 51 cooperatives operating in all areas of Gansu Province.The results show that: Gansu Province cooperatives,It shows the development characteristics of gradual expansion of influence,gradual expansion of main business,diversified development forms,and gradual widening of financing channels.The overall development situation is good,but there is still a lack of mature and effective business model and lack of professional technology for division of labor while developing.Insufficient support for talents and enterprise services and insufficient guidance and guidance for targeted policies.2.From the three dimensions of economy,society,and development constructing the index system of the performance evaluation of the cooperative,and conducted an empirical study on the performance evaluation using the factor analysis method.The results show that the main factors that affect the performance level of the cooperative are economic scale impact factors,organizational development impact factors,The organization scale impact factor,economic benefit impact factor,personnel factor impact factor and service impact factor,the comprehensive performance ranking of Gansu Province cooperative News Agency shows: economic performance>development performance>social performance.3.A survey and analysis of the Gansu Province County Integration Cooperative-Tan chang County Agricultural and Farmer Specialized Cooperatives,the results show that: Tan chang County Union's comprehensive performance ranks first,and its internal management and governance capabilities have both The operation mechanism of "government guidance,farmers' main body,multiple participation,cooperative construction,enterprise operation,service sharing" is the key support.
