Development Research Of Professional Cooperatives Of Farmers In Gansu Province

Farmer cooperatives are the production of market economy, generated with the development of agricultural productivity and increased by commercialization of agricultural products. Farmer cooperatives unite scattered farmers to increase the degree of organization of farmers, reduce the transaction costs and improve the ability to resist risks. In the U.S., Europe,Japan and other developed countries, the sale of agricultural products, the purchase of agricultural production and providing agricultural technology are completed by farmer cooperatives. Farmer cooperatives have nearly 30 years of history in China, which is still in the early development stages, and the level of development is low. Gansu province as the undeveloped western region in China, the natural conditions are variable and harsh, the production base is relatively backward.In recent years, the rapid development of farmer cooperatives in Gansu province, on the one hand, because of people'keen passion on join cooperatives, the random sampling survey results show that 95% of farmers hope cooperatives can provide production technology, more than 80% of the farmers hope cooperatives help buy cheap quality agricultural production material, more than 90% of the farmers hope cooperatives can provide market information. On the other hand, the government support is also a key factor to promote the cooperatives development .But farmer cooperatives development not problem-free, it affected by the internal and external environment factor. Firstly, external factors is related departments to co-operatives management duties laws and regulations are not clear, the farmers'education degree low, it harmful to development. Secondly the economic development level in Gansu is low, shortages of information would restrict the cooperative development. the internal factors is lack of a cooperative management mechanism and cooperatives personnel, the lack of resources.Therefore, the future development farmer cooperatives in Gansu province should adhere to the basic principle firstly, insist the principle is farmers as a basic, entity insisted that the democratic management and according to the principle of return surplus trading. In practice, should enhance propaganda, improve farmers' understanding; Secondly should increase government support, create a good external environment; in the end, should help cooperatives improve the internal management mechanism, democratic management; Finally, the Government should also encourage cooperatives to joint and achieve economies of scale. Maximize Farmer cooperatives play in the role of local economic prosperity.
