Research Development Problem Of Agricultural Multi-functionality In Minqin County

As a new concept of agriculture,Agriculture multi-functionality has caused widespread concern in the international community.Multi-functionality of agriculture was originally the term of trade protectionism, but with the economic development in recent decades,agricultural development is increasingly paid attention to widely by many governments and academic circles.The theory of agricultural multi-functionality is believed to be a advance for the traditional agriculture theory,thus it has been given a more significant economic and social significance. As a traditional agricultural country,China is faced with many opportunities and challenges in the process of transformation of traditional agriculture to moder agriculture.Therefore,the strengthening of the study of agriculture multi-functionality, is conducive to broaden the understanding of vision of agriculture,promote agricultural vitality,enhance the competitiveness,and finally frees agriculture from the embarrassing situation of the traditional weak industries.As the strategic adjustment of agricultural structure under the new situation the background,On the basis of sort out domestic and international agriculture multi-functionality theoretical research and practical, take Minqin county as a case,this paper aims at the analysis of agricultural function from perspective of coordinated development.According to the data of agriculture and rural development in the period of 2004 to 2013 in Minqin,the principal component analysis and harmony coefficient model was used in order to estimate the dynamic changes of the harmony coefficient of agricultural functions coordination development level from time.The results show:from 2004 to 2013,the level of coordinated development of agricultural total functions in Minqin county is gradually improving,and the size of improvement is very signifinant.By principal component analysis can be seen that the agricultural total functions of coordination development value growth from-3.9616 in 2004 to 1.2361 in 2013,and throungh the analysis of coordination degree model show that agricultural total functions coordination development level in Minqin county has been handled by state of extreme imbalance in low-grade coordination.From the various subsystems,the economic function of coordinated development change trend is most similar to the agricultural total functions,ecological function of coordinated development level is growing rapidly,but social benefit coordination development level is fluctuating frequently,especially in low disturbance level during 2013.A further study found that there are some factors that limit the coordinated development of agriculture functions,these factors can be summarized as industrial structure factors,ecological environment factors,agricultural resources factors and labor resources factors.Finally,this article puts forward somes measures to improve the coordinated developmentof agricultural functions in Minqin county,the main focus on improving the agricultural economy function,ecological function,and social function:the reasonable development and utilization and protection of agricultural natural resources;developing the characteristic and advantageous agriculture;optimizing the industrial organization of agriculture,strengthening the agricultural eco-environment protection,and effectively controlling environment pollution;improving the quality of the rural population,and transferring rural surplus labor and so on.
