Coordinated Development Of Agricultural Multi-functionality In Shaanxi Province

Coordinated development of agricultural multi-functionality is that the realization of aagricultural function should not be attatined at the expense of destroying other agriculturalfunction in the process of mutual adaptation with economic function,social function andecological function to achieve the harmonious development of three major agriculturalfuncion.Multifunctionality of agriculture was originally the term of trade protectionism, butwith the economic development in recent decades,agricultural development is increasinglypaid attention to widely by many governments and academic circles.The theory of agriculturalmulti-functionality is believed to be a advance for the traditional agriculture theory,thus it hasbeen given a more significant economic and social significance. As a traditional agriculturalcountry,China is faced with many opportunities and challenges in the process oftransformation of traditional agriculture to moder agriculture.Therefore,the strengthening ofthe study of agriculture multi-functionality，is conducive to broaden the understanding ofvision of agriculture，promote agricultural vitality，enhance the competitiveness，and finallyfrees agriculture from the embarrassing situation of the traditional weak industries.Take Shaanxi province as a case, this paper aims at the analysis of agriculturalmulti-functionality from perspective of coordinated development.It will improve the theory ofagricultural multi-functionality,and provide a theoretical basis for structural adjustment ofagriculture.According to the data of agriculture and rural development in the period of2000to2011in shaanxi, the principal component analysis and harmony coefficient model was usedin order to estimate the dynamic changes and spatial difference of the harmony coefficient ofagricultural multi-functionality from time and interspace.The results show:from2000to2011,the level of coordinated development ofagricultural total function in Shaanxi is rising year by year,but it remains in the disorderstate;The level of coordinated development for funcional systems show an upward trend,butthere are differences between the trends.the economic function and socail function ofagriculture has been showing a state of coordinated devolopment,but the ecological functionremains in the disorder state;There are different level of coordinated development amongvarious regions in Shaanxi,and these areas are all in the state of imbalance.A further study found that there are some factors that limit the coordinated development of agriculturalmulti-functionality,these factors can be summarized as industrial structure factors,ecologicalenvironment factors and agricultural resources factors.The industrial structure factorsincluding the proportion of agricultural output and agricultural output accounted for regionaloutput.The eco-environmental factors including soil erosion,forest coverage,unreasonableapplication of fertilizers,pesticides and agricultural plastic film as well as agricultural disasterfactors. The agricultural resources factors including insufficient per capita farmland,waterscarcity,lack of investment in agricultural technology.The factors which influence the level ofcoordinated development among various regions in Shaanxi can be summarized as regionaleconomic growth level,different ecological enviroment and agricultural technologyinput.So,this article puts forward some measures to improve the coordinated development ofagricultural multi-functionality in Shaanxi province,the main focus on improving theagricultural economy function, social function, and ecological function.(1)Balance urban and rural development, and enhance the improvement of agriculturalincome;Strengthen the construction of agricultural infrastructure, and improve agriculturalproduction conditions; Actively adjust the industrial structure in rural areas, and promoteagricultural production and increase operating efficiency, thus may improving the coordinateddevelopment of economic function.(2)Strictly protect cultivated land,and improve the quality of cultivated land;Governmentshould really do a good job in desaster prevention and mitigation,thereby minimize the lossesfor agricultural disaster; enhance financial support for agriculture, and strengthen the financialsupport of modern agriculture, thus may improving the coordinated development of socialfunction(3)Multi-pronged approach to strengthen the construction of agricultural ecologicalenvironment;Achieve a balance development between the various departments of agriculture,and form a rational structure of agriculture;chemical fertilizers,pesticides and agriculturalplastic films should be employed on a sound basis to reduce the pollution for agriculturalecological environment,thus may improving the coordinated development of ecologicalfunction.
