Since financing has played an important role in promoting the development of small-scale, low-capital SMEs, their financing decision has drawn wide attention from academic circles and business circles. As an efficient way for SMEs to finance, the NEEQ has gone through the national-wide expansion and further development. The NEEQ has also provided a new way to finance for those who are in the growth stage.This article sorts through the Enterprise Financial Life Cycle theory, integrates the theory with the company’s current situation, and use quantitative and qualitative analysis methods, so as to design a non-public offering financing program in the NEEQ.Firstly, this paper introduces the Enterprise Financial Life Cycle theory and analyses the financing characteristics of SMEs who are at growth stage theoretically. And then, this paper makes a theoretical analysis and designs a financing program, to find the optimal way for An Engineering Consulting Company to secure funding. After an analysis, this paper puts some suggestions for this program to implement, puts forward an effect and risk prediction. At last, the paper puts some suggestions for the enterprises to finance in the aspect of the construction of financing team and the improvement of financing ability.SMEs have distinct characteristics and the financing demands in the different life cycles, so they should find the effectual way to finance by considering the internal and external factors. By comparing the different financing channels, this paper finds that, the NEEQ is one of the best places for the growing SMEs in China. The purpose of this study is to provide reference for SMEs to solve their financing problems.
