The human resources allocation plays a critical role in the process of integrated projects management.The demand of projects employee increases not only because there are more and more sub-projects in one project,but also for the project cycle getting longer and longer in the increasing competitive market environment.How to balance the conflict of multi-projects interest and assign human resources,as well as make sure that everyone in the project works at top capacity,has become an important problem in project management.Human resources assignment of projects should not be a once planning,but should take the re-allocation into consideration due to the project d ynamics.According to the theory of "learning curve", as employees participate more in projects, their work efficiency will improve.Considering the variability of employee,the accumulation of experience and knowledge transfer,this paper applies “learning curves” to consider and evaluate the ability and performance of employee in the work.In the task of human allocation,the paper features a model to maximum the organization benefits.Based on learning curve theory,the human resources allocation model enriches the theory of project management,improves the success rate of project implementation.The model primarily describes as follows:Method formation of human resource allocation which based on the theory of the learning curve. Though the traditional human resource allocation methods has formed a relatively systematic process, but it rarely consider the people learning and experience accumulation.To effectively solve this problem, this paper combines the theory of the learning curve to determine the new project of human resource allocation methods, and operational research method is applied to build a mixed integer programming model using 0-1 variables to describe the assignment.Solving model by combining with constraint programming and applying in LINGO.Diffe rent variables are involved in the nonlinear programming model, To obtain the best assignment,the model uses the constraint programming algorithm according to the characteristics of nonlinear programming.Event-based operation.Due to the project research and industry benchmark, the data are complicated.Thus the prototype is implemented in ILOG or LINGO.It also compares this distribution method with others,to summarize the advantage and role it may provide to the human resource al ocation.
