With the progress of management philosophy and development of management technology,more and more enterprises have transformed their management mode from traditional function-oriented to project-oriented step by step,especially for IT enterprises.The sizes of these enterprises have been enlarging by the development of industries informatization and cities intelligentization.So multi-project management will become the norm for these project-oriented IT enterprises.Nowadays,management is not a separate subject,but a system which is combined by several management subjects.As the study on human resource allocation in multi-project conditions in this article,it is not a separate subject,but a synthesis by several management subjects such as human resource management,risk management and so on.By studying the multi-project management and human resource allocation problems in IT enterprises and best practice of research production on multi-project management,a human resource optimized allocation administration framework has been established.The framework can improve the efficiency of human resource allocation in multi-project environment through integrating a series of management factors such as PMO establishment,human resource classification management,project priority evaluation system formation and risk control.On the other hand,a human resource scheduling model in multi-project environment has been established.The model is based on resourceconstrained multi-project scheduling problems and human resource optimized allocation administration framework as mentioned in this article.By transforming the human resource scheduling problem in actual multi-project environment into model,this kind of problem can be resolved with heuristic algorithm which is based on priority rules to obtain the optimum solution for human resource allocation in multi-project environment.A multi-project example will be used to further checkout the efficiency of the human resource optimized allocation administration framework and the human resource scheduling model in actual project management.
