China’s urban construction is facing enormous challenges such as: rapid expansion of city scale, increasing burden on resources and environment, urban waterlogging and other "urban disease". As the important carrier of urban economic and social development, the construction and operation of infrastructure are facing higher requirements. On one hand, the infrastructure needs to achieve the sustainable goal and meet the basic requirements of people’s lives. On the other hand, it aims to improve the resilient ability responding to unexpected situations of infrastructure. In this paper, the sustainability and resiliency are combined to study urban infrastructure. The sustainability and resiliency statuses of urban infrastructure are evaluated according to the calculating and analysis on grade point average(GPA), which provides references to the decision makers to develop effective management strategy.This paper defines the concepts and classifications of urban infrastructure through literature review. At the same time, the connotations of sustainability and resiliency of urban infrastructure are clearly defined. Based on the analysis of the differences and connections between sustainability and resiliency of urban infrastructure, the sustainability theory and resiliency theory are applied to evaluate the GPA of urban infrastructure. The GPA of urban infrastructure based on sustainable and resilient perspective is defined as urban infrastructure SR-GPA. The calculation theory frame of urban infrastructure SR-GPA is built on the basis of the description of urban infrastructure SR-GPA’s connotation.The calculation principle and calculation dimension of are obtained from related theoretical analysis. The calculation index system of urban infrastructure SR-GPA consists of five dimensions: requirement, supplement, impact, resource and measure. The goals of the system are sustainability and resiliency of urban infrastructure. The quantification method of each dimension index is carefully selected. Analytic Hierarchy Process is used to weight the indexes and built the calculation model of urban infrastructure SR-GPA.Selected the Harbin subway as research object and analyze the GPA of urban infrastructure based on sustainable and resilient perspective. Construct the calculation index system of Harbin subway SR-GPA and rate the qualitative indexes quantified by questionnaire survey. The quantitative data statistics is obtained by related information. Calculate the SR-GPA of urban infrastructure based on the weight of ANP. The calculation result is analyzed and the promotion strategy of SR-GPA for Harbin subway is proposed to guide the future construction and operation of Harbin subway.
