In recent years, along with China’s highway construction waning to the close, the problem of road network pavement maintenance investment, maintenance investment allocation and maintenance investment planning is becoming more and more obvious. It manifests that in strict accordance with the specification requirements, investment required is insufficient, and the selection of road maintenance method does not consider long term, and investment is less efficient. The existence of these problems seriously affected the road network, wrong time of investment input missed the best maintenance opportunity, and method selection of maintenance is not made reasonably. All these problems lead a rapidly aging road network. Therefore, the problem of how and when to allocate the maintenance funds, how to consider the long term maintenance means selection urgently needs to be solved. Constructing a model of maintenance investment planning which can solve the problems above is very important. This paper raises the two-stage programming model whick can allocate maintenance funds reasonably from the perspective of investors, and make the decision of pavement maintenance means of road network from the perspective of practitioners, so as to reach consonance between the integer and the parts.Firstly, through improving markov decision model, building the district maintenance planning model that optimizes the maintenance plan from the long term to realize local optimum. Secondly, to build the provincial maintenance planning markov ranking model which can sort all roads in network, according to the plan maker’s expection. Thirdly, combining two models builds bi-level planning model. Developing software solves road maintenance investment problem. Finally, the case analyzing proves the rationality applicability of bi-level planning model and the usability of software.In regard to the development of software, adopts the most widely used VB programming language, using VS2010 as software interface development platform. Through solving editing software problems, realizes the visualization of the bi-level planning model, completes interface and program editing. According to experiment data, solve the problems of the arbitrary periods of maintenance planning and calculating.
