The Extension Evaluation Theory Based On Wind Power Project Quality

Then, Shaanxi province development and reform commission formulated a series of notification regarding further speed up the development of new energy power generation industry,This turn to speed up the adjustment of energy structure of shaanxi province and industry transformation, and completed by great energy in shaanxi province to a powerful province of energy has very important significance.In this paper according to the theory of system and the basis of the theory of extenics, this paper first analyzes the research status of wind power at home and abroad. Through collecting the data, to study the status quo policy of wind power project in Shaanxi Province and the current situation of the development of wind power project, then using the method of extenics analysis combined with the status quo and development policy of wind power project in Shaanxi Province present situation on the factors influencing the quality of wind power project related, contain,conjugate extension analysis research; Constructing rule of four layers: cost, taxation, investment intensity and the resources of lead, on the basis of the criterion layer the index layer, 19 eventually form a wind power project quality evaluation system; Again, in the building of wind power project quality based on comprehensive evaluation index system, using the extension theory established the evaluation method of we wind power project quality evaluation model ofcomprehensive evaluation, and determine the classical domain and joint domain. Finally, by three wind power project in Shaanxi province to carry on the empirical analysis, using the extension theory we evaluation method to calculate comprehensive correlation degree and level of bias characteristics of project value to qualitative and quantitative analysis of relevant data, finally determines the degree and sort of project.Quality of wind power project in Shaanxi Province in this article, through comprehensive evaluation research, can provide theoretical basis for planning and construction of wind power project and wind projects that will be the new measures to improve project quality to provide advice or has a guiding significance. Through a comprehensive evaluation and research of the quality of wind power project in Shaanxi Province to establish a set of perfect wind power quality comprehensive evaluation system, for the other wind power project construction or improve the quality of wind power project has a certain reference significance.
