Energy support the progress of the society,Such as coal and oil, but now the conventional energy reserves available time but only one hundred years, and in recent years, the use of conventional fossil energy has brought the serious problems of environmental pollution, so looking for new sources of energy, it is imperative to develop clean energy. In order to alleviate the energy crisis, National and local governments to promote photovoltaic power projects vigorously. In photovoltaic "twelfth five-year" development plan put forward at the end of 2015 China’s domestic capacity goal will reach 21 GW. In a series of preferential policies and subsidies mechanism, driven by each region in vigorously promoting and developing photovoltaic power projects. How to seize the opportunity of Policy, choose the economy, society, resources and environment as a whole the development of high quality photovoltaic power generation project construction, has become a problem to be solved. Therefore, photovoltaic power generation project quality assessment is an important problem worth our in-depth discussion and research.In this paper, I study the photovoltaic power generation project quality evaluation base on the theory of extenics after reading a large number of related literature and full investigation about photovoltaic power generation project in shaanxi province. First, conduct the SWOT analysis and extension analysis for Photovoltaic power generation project on the base of investigation about photovoltaic power generation project. Second, put forward Photovoltaic power generation project quality evaluation indexes according to the SWOT analysis and extension analysis, construct one class index system of Photovoltaic power generation project quality evaluation include the Natural Conditions, Investment Intensity, Output Intensity, Economic Benefits.Third, on the basis of Photovoltaic power generation project quality evaluation index system,using extension superiority evaluation method, confirm the classical domain、joint domain and matter-element,Then calculated correlation degree, determine the evaluation matter-element evaluation level, to set up photovoltaic power generation project quality evaluation model.Finally take three proposed photovoltaic power generation project in shaanxi province as an example,By calculating the indicators relative to the evaluation grades of correlation,to calculate the relational grade project relative to the scale of the grade,and finally order the be evaluated projects.The purpose of this paper aims to analyze the influencing factors on the quality of the photovoltaic power generation project, selecting the optimal project scientifically and provide decision basis for investment decision makers in the photovoltaic power generation project investment, make photovoltaic power projects to promote work orderly, avoid the "Great Leap Forward" type of construction investment.
