Since China’s reform and opening up, extensive mode of economic development in our country with a lot for energy consumption and serious pollution to the environment, in recent years, the contradiction between economic development and resource environment increasingly acute, the government has also put the energy conservation and emissions reduction and economic development are equally important position. With the acceleration of urbanization process in China and the implementation of the energy-saving policy, both the construction energy conservation transformation during the "twelfth five-year" has huge potential. According to the ministry, to achieve 50% of residential and public building energy efficiency standards in our country, our country existing building energy-saving renovation need at least 1.5 trillion yuan of money.First of all, this article is based on the analysis of the current situation in the existing building energy efficiency, put forward to use "EPC + financial lease" model to solve the energy-saving reform of the current financing difficulties. "EPC + financial lease" model is introduced in the "contract energy management" project financing lease financing, form different from traditional contract energy management business model of innovative energy saving service business model. Creative combination of both "EPC + financial lease" mode, not only can compensate the contract energy management in the field of building energy efficiency financing is insufficient, can also solve the contract energy management and financial lease in the promotion and development of our country exists many problems, inspire and financing leasing industry of our country building energy conservation field greater development potential.Secondly, introduced the "EPC + financial lease" mode in the real use of several different business models, are analyzed respectively in the actual operation process, the superiority and the applicable scope of operation, compared with the contract energy management mode, "EPC + financial lease financing model is more flexible and personalized.Finally, using the Analytic Hierarchy Process(AHP) and fuzzy comprehensive evaluation method, expert consultation method, such as "EPC + financial lease" model for the risk assessment, including the policy, market, financing, operation and technology and so on the recognition of the potential risks, to determine the index weight of each risk factor, and on this basis, combining with the consulting experts and the method of "EPC + financial lease" mode is established risk evaluation model.Research on the building energy efficiency in China market and the current situation of the development of contract energy management project analysis, put forward the "EPC + financial lease financing, discusses the related theory, is introduced based on this new mode of multiple personalized business model, combining with the analysis method of Analytic Hierarchy Process(AHP) and fuzzy comprehensive evaluation method of the it in practice may face various risks, hope that this new financing model is put forward to solve the problem of building energy-saving renovation project financing in our country, for the contract energy management mechanism and the innovation and development of building energy efficiency service enterprises to provide valuable reference information.
