A Research On Development Of Environmental Services In The View Of New Institutional Economics

In recent years, with the development of C hina’s economy and the accelerated process of urbanization, environmental pollution problems have become more and more serious, aroused strong concern of domestic and foreign, to improve the quality of the environment and curb environmental pollution, have become the most urgent task. Environmental Services as part of the environmental industry, not only to provide the necessary foundation and guarantee for environmental protection and pollution control,but also to achieve an important support for sustainable economic development and industrial structure adjustment.Xi’an environmental services started late, over a decade of development, has formed a certain scale, but compared with the development of environmental services in developed countries, there are still some gaps. Based on the new institutional economics, environmental economics and industrial policy theory, in-depth analysis of the development of institutional factors on the Xi’an environmental services, combined with qualitative analysis, case studies and learn from the successful experience of the development of foreign environmental services, and puts forward some conclusions and suggestions, so as to provide a theoretical basis and the proposed reference to promote the development of environmental services in Xi’an. This paper focuses on the analysis of the impact of lack of institutional arrangements for the development of environmental services, to explore the optimal path development of Xi’an environmental services based on the development trend in the future.This paper first introduces the background, purpose and significance of the development of environmental services, carried out at home and abroad and the development of the environmental service industry theory; clarify the meaning and classification of environmental services sector, while expounds the theory of new institutional economics, theory of industrial policy and environmental economics theory. On this basis, through research and analysis Xi’an environmental services, and select a typical case study, the results indicated that the development of Xi’an environmental services has reached a certain size, a huge potential market demand, the development trend of industrialization, and a positive correlation with the ecological and environmental protection trend, but a lot of problems in the development process. Main features: low level of environmental services; the lack of independent intellectual property rights of environmental service s; industry operating models lagged; lack of investment in environmental protection, and corporate financing difficulties and more.On this basis, the institutional changes in the course of the development of Xi’an environmental services, analyzes the institutiona l flaws that exist in the industrial development, and explore the constraints of institutional factors, combined with the successful experience of foreign environment al services, and put forward some suggestions and the system model. Conclusions: the implementation of a third-party environmental governance and government procurement of environmental services, improve the functions of the government, formulate industry development plan,the rational use of fiscal policy, to broaden financing channels,and improve the management of Xi’an environmental protection industry.
