The Identification Method Of Regional Innovation Poleand Empirical Research

At present, the construction of innovative area desperately needs effective regional innovation system construction and evaluation theory to provide support, the purpose and evaluation method of regional innovation system construction in turn depend on further understanding of the connotation and function of regional innovation system. In this paper, regional innovation-based industries with a certain scale of development, continuous innovation and regional driving effect are defined as innovation pole, and that the function of regional innovation system is to identify innovation pole and extremely nurture it, thereby promoting the symbiotic development of innovation pole, and finally drive the regional innovation diffusion and economic prosperity. The identification of regional innovation pole is conducive to better understanding the connotation and function of regional innovation system, providing a theoretical basis for the choice of leading regional industry and monitoring the development of local innovation system. In terms of the industrial innovation and facilitating the formation of a new economic growth point from the promising industries, each area will be able to drive the symbiotic development of innovation pole, thereby enhancing innovation capability of the whole region. Based on this, this paper studies the identification method of regional innovation pole, including the following aspects:Firstly, summarize recognition and recognition factor of innovation pole through combing the domestic and foreign literature. Review the domestic and foreign research about innovation pole, and summarize the domestic and foreign literature about identification of industrial evolution and development and identification factor from the perspective of dynamic evolution. The research about identification is divided into study on evolution process-oriented, evolution outcome-oriented and evolution process and outcome-oriented. Also, the research about identification factor is divided into study on comprehensive recognition, scale recognition, innovation recognition and spillover identification.Secondly, through analyzing the characteristics of innovation pole, put forward the criterion to identify innovation pole, set up identification dimensional model of innovation pole, three levels of innovation pole identification dimension model and innovation pole the model identification method. Based on the definition and characteristics of innovation pole, propose the scale criterion, continuous innovation criterion and driven criterion of the identification of innovation pole from three aspects on the scale of development, continuous innovation and the leading role. In order to identify innovation pole in region objectively and comprehensively, this paper uses sectorial system of innovation to derive indicators(the stock of knowledge and technology, the scale of main body and network development intensity) with specific description of scale criterion of the identification of innovation pole, uses history-friendly model to derive indicators(informative innovation persistent, productive innovation persistent and collaborative innovation persistent) with specific description of continuous innovation criterion of the identification of innovation pole, uses industry life cycle to derive indicators(knowledge spillovers, patent technology spillovers and inter-organizational overflow) with specific description of driven criterion of the identification of innovation pole. On the basis of the improved hard system methodology, establishes identification dimensional model of innovation pole based on logical dimension-the scale of development, time dimension-the continuous innovation, knowledge dimension-the leading role, and describes innovation pole from the informative and technical layer, enterprise product layer and social network layer. On this basis, the introduction of variable weight synthesizing theory proposes basic factors of industrial knowledge, output factors of industrial innovation and industrial symbiosis effect factor, and builds the model of innovation pole identification method.Finally, through the established model of innovation pole identification method, recognizes innovation pole of Tianjin in 2010 and 2012. Taking 36 kinds of industrial enterprises undermining, manufacturing, electricity, heat production and supply industry of Tianjin in 2010 and 37 kinds of the above industrial enterprises in 2012 as subjects, this paper estimates these industries by the constructed model of identification method, derives composite identification index ranking of each industry, analyzes and compares recognition results from the longitudinal and transverse level, and ultimately finds out innovation pole within the region of Tianjin in 2010 and 2012.
