Issues And Perfect Paths Research In The Operation Of Accurate Poverty Alleviation Identification

Accurate identification is the precondition and foundation of precise poverty alleviation work.The problem of poverty alleviation in China's concentrated poverty-stricken areas has become an important political task in the current period.With the approaching of the time limit for overcoming poverty,it has become the general consensus of the whole Party and the whole country to achieve a comprehensive and precise poverty alleviation.In order to achieve the goal of alleviating poverty in an all-round way,the key is to realize the accurate identification of poor households.At present,when identifying poor households,a considerable number of poor villages in China mainly adopt the per capita income as the criterion for identifying poor households,and adopt the identification method of "voluntary application of farmers-village collective vote-preliminary publicity-township government examination-again publicity-county government final publicity-Determination of poor households" to identify the declared poor households.Farewell.Scholars have made some achievements in the research on the identification criteria and methods of this poor household.On the basis of summarizing and sorting out these research results,the author carries out further research on accurate recognition.Taking Gaoshengzhai Village in Xinzhou City as an example,this paper studies the specific aspects of precision identification,such as the selection principle of identification subject in the operation of precision identification program and the specific way of accurate identification and assessment.Firstly,this paper defines the concept of precise identification,and explains the connotation of precise identification from the principles,procedures,subjects,methods and results of precise identification,which lays a theoretical foundation for the writing of this paper.Secondly,the author selected Gaoshengzhai Village in Xinzhou City as the research model,analyzed the problems existing in the operation of the precise poverty alleviation identification,and through the investigation of the village,combed the more common problems in the operation of the precise poverty alleviation identification at the present stage.The main manifestations are unreasonable identification standards,imperfect identification procedures,inadequate propaganda for accurate identification and imperfect evaluation of accurate identification.The main reasons for these problems are the distribution of poverty indicators,the unclear division of responsibilities of identification subjects,the narrow channels for farmers to obtain accurate identification policies,and the insufficient attention paid to accurate identification and assessment.Thirdly,in order to effectively promote accurate identification and prevent the adverse effects caused by the existing problems of accurate identification,the author puts forward suggestions on optimizing the operation of accurate identification from the aspects of formulating scientific poverty advance and retreat criteria,perfecting the accurate identification procedure,expanding the propaganda of accurate identification and improving the evaluation of accurate identification.
