| With the financial industry reforms being smoothly push forward, and the rapid development of the financial market, there is a further enhancement in flexibility, relevance and forward-looking of the central bank macroeconomic control measures. Therefore, as the financial infrastructure, there are increasingly higher demands in the performance and efficiency of the payment system.In such financial environment, the quality of the payment systems needs to be more stable, more reliable and the payment system projects need to be more standardized, more efficient. The most concerned problem for the payment system development center is to establish a stable, controllable and reusable project management process. As the first stage of the process in the project management, the success of requirement analysis and definition plays a very important role in the whole software development and maintenance lifecycle. Improving the quality of the project requirement analysis in the early development phase, reducing duplication of efforts, and controlling project scope and demand changes, all these measures can effectively assist to complete the project schedule according to the plan.As the research object of this paper, the payment system development center is responsible for the central bank payment system development projects. This development center has a simple structure, clear objectives of the work. After the delivery of the first generation of China National Advanced Payment System (CNAPSl), the development center initiated the construction of the second generation system (CNAPS2), and delivered this system in 2013. Because the establishment of the development center is relatively short, and the project management experience is not enough, there were lots of problems exposed in the project management during the development, especially such problems as the requirement management process was not standardized and the change control ability was relatively weak.In order to improve the level of requirement management in the payment system development, this paper seeks solutions for those practical problems exposed in the future payment system development projects, using the CMMI requirement management process model. To solve the practical problems, the first is to locate the root of the problems. Taking into account features of the development center, the project management process, and the payment transactions, the problems and the cause of these problems in the requirement management process of CNAPS1 are analyzed, after which, the key problems are obtained by applying the analytic hierarchy process, and at last the solutions to these problems are put forward. These solutions are applied in middle of the requirements management process of CNAPS2, so the feasibility and reusability of these solutions are verified in CNAPS2 and those successful project management processes can be applied in the future payment system development projects, which in turn will further realize the standardization of R&D projects, improve the product quality and reduce the risk in the software development. |
