Research On The Subcontract Management On The Basis Of Cost Of The Communication Engineering Services

After the rapid development in recent years of China’s independent intellectual property rights TD-SCDMA/LTE-TDD standard mobile communication network, TD-SCDMA has achieved coverage of all cities and all central area in counties, TD-LTE has covering more than 300 cities. By the end of 2014, the number of China Mobile TD-LTE base stations exceed 0.7 million. By the end of 2015, the number of base stations will be expected more than 1 million. It will achieve continuous coverage of the cities and key towns. While the large-scale construction for communication network is undergoing, but the price of communication equipment and engineering service is declining constantly, it enters into a "meager profit" era for the communication manufacturers and the communication engineering service enterprises. It is of great significance for the operation and development of communication engineering service enterprises to take communication engineering project subcontract. It will reduce project cost, share the project risk and enhance market competitiveness and core competitiveness of the enterprises with subcontracting.The principles and measures of cost control are put forwarded on the basis that subcontract cost-profit is inducted and analyzed, subcontract management mode is analyzed from the view of project cost management, subcontract mode and project cost management are combined with actual operation of the project, and previous research result of subcontract and cost management is integrated. Subcontract mode management system is constructed; subcontract management of communication project service is fully reflected including five aspects such as the reasons, the process, the cost, the evaluation and key control points etc for subcontract. The theory basis for subcontract strategy is provided through qualitative and quantitative analysis of cost and profit and with fixed cost, standard cost management method.The thesis is divided into six parts. Firstly it is discussed and analyzed for the development, features and competitiveness for mobile communication engineering services. And then it is analyzed for the composition of subcontract cost, cost-profit and the risk on the basis of the market demand for subcontract and current situation Furthermore it is deeply researched for subcontract cost management on the above information. Finally, it is analyzed for subcontract with the actual communication service project. Disadvantages are discussed and the research direction for future is put forwarded for the communication engineering services subcontracting.Hope that it can provide theoretical guidance and practical validation for D company to promote the project subcontract mode, and provide the reference of management in subcontract cost for the communication engineering service enterprises.
