In recent years,because of the increasing levels of housing and fast growth of housing prices, the city migrant workers and low-income groups’s housing security issues become increasingly prominent., This problem must be take more attention. As the Chinese government policy of public rental housing difficulties for a social security policy in low-income people, is a new housing system a necessary part of the tiered supply system, but also to maintain social stability, to build an important guarantee for social harmony. It is a transitional solution ideas to address "urban sandwich" housing problem, which, although not part of the group belong to low-income groups, but just because of employment, migrant workers and other reasons, They are unable to solve their own housing through the market issue. Therefore, the government needs to provide some help. Greater attention to public rental policy research, in order to promote legal and public rental sound system, improve the operation of public rental management and supervision, and promote fair and orderly development of public rental housing, both for continuing to deepen the reform of the housing system, to protect low-income groups live full, or for ease of unfair distribution of social development in conflicts and maintain social harmony, are of great importance.In this paper, I use four methods including literature research, systems analysis, comparative study, policy research. selected public rental distribution system as the main object of study, in-depth analysis of the Nanjing government responsibility in public rental housing in the distribution chain.The second part is the core of the public rental define and theory supplements, using the knowledge of theory of justice, housing security theory and the new public service theory, derived responsibility of the government in public rental in the distribution chain should take.The third part elaborate the Nanjing public rental status quo, and explain the establishment and development of public rental distribution system in Nanjing.By analysis the status quo of Nanjing public rental distribution system, find the following problems: First, legislative level is low, the lack of relevant laws and institutional support; the second is to protect the object access standard and dislocation; three is the lack of personal accounts system, low penalties for violations; four is lax review process, the lack of multi-sectoral linkage; five is the lack of distribution after management systems, public rental vacate difficultThe fourth part is the successful experience of developed countries and advanced city affordable housing policy introduction. Learn from the United States, Singapore, Japan, Hong Kong in terms of experience on the basis of the security housing, draw inspiration Nanjing in public rental allocated areas:Nanjing government should solve the low-income housing problem, and understand is the great importance,to develop a suitable local real Nanjing circumstances related systems, and increase the protection of the legal system, while expanding the scope of protection of public rental, set up appropriate management department is responsible for the allocation of public rental management, and establish a comprehensive and rigorous review process.Finally, after learn from developed countries as well as developed areas of practice in terms of the protection of housing allocation and specific circumstances in Nanjing,I proposed five relevant experience of Nanjing public rental distribution system:First, a sound legal system.
